"news4 today" live from capitol hill starts right now at 5:00 a.m. you are looking live now at the capitol building. the dome there as we await crowds to begin gathering for president obama's second inauguration. more than half a million people expected today for those festivities. we'll help you get there and make sure you are ready for the day. good morning everyone. i'm aaron gilchrist. i'm eun yang. welcome to "news4 today" on this monday, january 21, 2013. inauguration day will dpin for the first family about 3 1/2 hours from now. they'll attend a church service

at st. john's episcopal church. the vice president and his wife will be present. he'll be sworn in at 11:20 this morning in front of the capitol. he'll deliver his address a half an hour after that. the parade is set to begin at 2:30 this afternoon and the day will end with a pair of inaugural balls. the president is expected to be back at the white house around 10:00. he will be tired and i'm sure will want to rest. >> and eld be bundled up as a lot of people will be. tom kierein is back in the storm team weather center. >> it's not going to be terribly cold but cold enough for your warmest winter coat. a few high clouds drifting over the region and no precipitation locally. getting a few newer flurries out in the mountains. upper 20s, near freezing across most of maryland and virginia. reagan national airport at 35 degrees now. as we zoom into the mall, the location of the swearing in ceremonies, capitol steps, between 8:00 and noon will be

rapidly climbing during the time of the swearing-in ceremony between 11 and noon. in the low 40s, quite a bit of cloudiness. the winds will increase. during the time of the parade, temperatures in the mid to upper 40s briefly. a southwest wind gusting to 20 miles per hour. may get snow showers tonight. a look at that in ten minutes. danella with a look at traffic. >> good morning. a lot of street closures in the district as you may expect. if you want more details, follow us on twitter at first the number 4, traffic, we'll give you all the details you need to get around the district today. let's head over to the beltway. as you travel the inner loop, it's out of the roadway, the accident. traffic getting by in both direction without any problems at all. heading to the dulles toll road, between the dulles toll road and here, the interchange nice and clear, that's a 13-minute drive. aaron and eun. thanks, danella.

>> metro likely your best bet for as much of a hassle-free trip as you will get today. >> that's right. adam tuss is keeping track of the orange line, adam, good morning to you. >> reporter: eun and aaron, how are you. happy inauguration day. things are picking up here at the vienna metro station. you can see people coming in, trickling in over there at the fare gates. people are waiting to get their smart trip cards or fare cards. metro is saying that you should really have all the value loaded on your smart trip card before you get on the train. had way you don't have to sit there and wait at the smart trip machine or the fare card machine. let me show you something else here. over here at the kiosk, above it, there's a flat screen. metro will be pushing out a lot of information on that flat screen about what's going on, what stations are full, where you should go, what's going on. of course, we've got a couple of stations closed downtown, mt. vernon square, archives, those are closed.

lamb plant station is -- federal triangle. parking is a big issue at metro stations. about 15 to 20% of parking spaces now taken at lots. you want to keep an eye on that. we'll keep an eye on everything for you. keep you moving this morning. reporting live at the vienna metro station, adam tuss, news 4. >> adam, thank you. hundreds of thousands of people will watch the president take the oath of office today. >> his second term is actually under way already. >> preserve, protect and defend. >> preserve, protect and defend. >> the constitution of the united states. >> the constitution of the united states. >> so help you god? >> so help me god. >> congratulations, mr. president. >> thank you mr. chief justice. there you have it. chief justice john roberts swore in the president at the white house yesterday. the constitution requires that the president begin his second term on january 20th. since that fell on a sunday had year, the public inauguration is taking place today on the 21st.

>> president obama has also began celebrating his oath of office. he and vice president joe biden spoke to supporters during this reception at the national building museum. biden was also sworn in yesterday. the president told last night's crowd that this reelection was about us as a nation. today's public swearing in will attract hundreds of thousands of people to the national mallment. >> all of them will have to deal with very tight security along the mall. if you go in through any of the entry point for the parade, if you have tickets for the capitol grounds to be a part of the ticketed seated group on the grounds, you have to go through security as well. megan mcgrath is live on the mall with the latest on that. megan, good morning. >> reporter: good morning. we're seeing a lot more activity. seeing people show up in larger numbers here. you can see some of them on the corner. they want to get here early to get the best seats possible. standing room spaces down on the mall. of course, for all of the festivities, the swearing in. lot of excitement here. you got to keep in mind the security checkpoints, a lot of

things you cannot bring down here. these gals came from georgetown university. you ready? you came prepared. what did you bring? >> lot and lots of layers to keep warm. what else? >> cliff bars. >> brought some food. >> and water. water is important. >> your first inauguration. >> yes, for sure. >> what do you think? >> it's really crazy. we all got up at 3:00. we were walking around for hours to make sure you know where you're going for sure. >> have a good time. thanks for joining us here this morning. if you are coming down to the mall and you have a ticket, keep in mind that you have to go to a specific area. look on the front of your ticket. they're color coded. it will tell you which gate to go through, which security checkpoint. if you go to the wrong one, they'll turn you away. there was a problem with that four years ago. people waited in lines as long as two hours, got to the front only to be told that they were in the wrong spot. they had to go to the correct gate and wait all over again. there were some folks who missed the swearing in ceremony. you want to make sure that

doesn't happen to you. be clear on which gate to go to before you come down. no bottles, no weapons, no aerosol cans, no strollers, no coolers and no folding chairs allowed down here on the mall. reporting live from the national mall, megan mcgrath. back to you in the studio. >> megan, thank you. you can expect heavy security along the parade route as well. that will begin near the capitol, of course, and run along pennsylvania avenue northwest toward the white house. if you're headed that way, there will be entry points along the route. keep this in mind. pedestrians will not be allowed to cross along pennsylvania avenue along the parade route. ticket are required for bleacher seats but there will be places to stand without a ticket. >> keep here for live coverage. we'll carry it live on nbc4. anchors doreen gentzler and jim vance will have a bird's eye view. >> it's always fun.

a woman has left her mark on this inauguration. sammie little is responsible for the beautiful handwritten invitations and place cards for today's inaugural luncheon. this is her fifth nug rag. in 1997, she was hired for president clinton's second inaugural. she's worked every one since then painstakingly writing each invitation and place card in beautiful calligraphy. she says it's an honor for being a part of these historical events. beautiful writing.

all by hand. 11 minutes after 5:00. the capitol is prepared for today's ceremonies. meteorologist tom kierein has a look at our forecast it morning. >> good morning. it's off to a cold start as we're getting going this morning. in the upper 20s and low 30s with clouds coming through. time of the swearing in ceremony, between 11:00 and noon, ought to be in the low 40s. winds will pick up during the afternoon. during the parade, may get into the mid and upper 40s. could get snow showers tonight 6:00 to 10:00 p.m. could be a brief dusting. clearing out and turning colder with winds gusting after midnight. a look at the next seven days in ten minutes. i'm checking for accidents, incidents, nothing to warn you about this morning. as you travel along i-270, no issues. between frederick toward the capitol beltway, you are clear. from i-270 on the inner loop toward i-95, the drive will take you only ten minutes. between the wilson bridge and

a lot of history in the building that you are seeing right now. thomas jefferson, the first president to take the oath of office at the united states capitol. year celebrates the 150th anniversary of the completion of the capitol dome along with the freedom statue that tops it. just a little presidential trivia for you. >> that's right. of course, president obama

swearing in ceremony will begin at about 11:30 this morning. for people heading down to the mall, trains have been running rush hour service for more than an hour now. >> the agency hoping for a smooth ride for people coming into the city from areas outside the district. tony tull live this morning at the new carrollton metro station at the end of the of the orange line in prince george's county. how does it look? >> beautiful. she told me that they have two trains running every six minutes. two eight-car trains running every six minutes. if you plan to use the metro to get to the inauguration, you'll have a fantastic ride out of the station here. we have talked to people here from all around the country. we spoke to a woman from jamaica the last time we were here. now we've got folks from -- >> portland, oregon. >> what brought you out? >> the inauguration. once in a lifetime opportunity. >> you guys weren't going to miss this, were you?

in virginia, the state held its inaugural ball at the westin in arlington. turnout was a little lower than last inauguration but the excitement was there. as you can see, people dancing. the events were full of supporters as well as state lawmakers who celebrated long into the night. >> marylanders held an event of its own last night at the gaylord national hotel in the national harbor. governor martin o'malley joined supporters for dinner, drinks and dancing. many were distracted. they tuned into the ravens game so the fans could celebrate the team's fighting their way into the super bowl with their victory over the new england patriots. heard it was an awesome game. >> in some places as big as an inauguration. that big a deal. >> this is a busy day for catering companies. >> countless inaugural balls. ridge well's catering spent the weekend prepping. they serve everything from crab cakes to smoked meats and

patriotic desserts. you won't just find this kitchen staff at the after parties. >> doing anything along the parade route, all day, serving breakfast, lunch, afternoon snacks, keeping everybody warm. coming in and doing various, having various hot chocolate stations, coffee stations. >> caterers say they're keeping a close watch on the with weather that could impact how quickly they set up for the parties. we'll have much more in a few minutes. >> but first shall let's get a look at other stories making news with pat lawson muse. good morning. >> fire investigators are still working to term what caused a house fire that sent one moan t the hospital. they found a man on the front lawn complaining of shortness of breath and chest pains. emergency crews took him to hospital. we don't know his condition at this hour this morning.

firefighters believe the blaze began in basement. there were no other injuries. >> police are trying to figure out who shot and killed a teenager in prince george's county. they say 16-year-old marcus jones was shot along webster lane in washington over the weekend. he was taken to the hospital where he died. they are following "substantial leads" in that case. it's going to be a harbaugh brothers super bowl thanks to a huge win for baltimore. >> brady throws and he's intercepted in the end zone. gary williams ices it. baltimore is heading to new orleans. >> the ravens took down the patriots 28-13. to punch their ticket. they trailed at the half but then scored 21 unanswered points to close out the game. coach john harbaugh will face off against his brother for the title, jim harbaugh, who led the 49ers to a 28-24 win over the

falcons. what an exciting day in that house. tom kierein has the latest on our weather. tom, we could have been colder. >> yeah. in fact, not going to be terribly cold during the time of the swearing in ceremony. it's cold now. a few high clouds drifting over the region. a few flurries may be trying to come out of the clouds in prince george's county into anne arundel and farther west in western maryland. temperatures under the cloud cover are generally below freezing. the rural areas, maryland, virginia, near 30. around the beltway, near the freezing mark. on the mall this morning, just a few clouds coming through. still in the mid-30s by 8:00 a.m. during the swearing in ceremony between 11:00 and noon, ought to be around 40 degrees or so. may climb into the mid and upper 40s by early to mid-afternoon during the parade. winds will be increasing, gusting to 20 miles an hour. then during the evening, we're going to have a possibility of a passing snow shower. we'll have perhaps a chance of a

snow shower maybe producing a brief dusting in some areas between 6:00 and 10:00 p.m. after midnight, we're clearing out. temperatures back down into the low 30s by midnight and then during the day tomorrow, we'll be climbing into just the upper 20s with strong winds and windy and frigid conditions all the way into the weekend. might get a wintry mix on friday. i'm back in ten minutes with another update. danella has a look at traffic now. >> good morning. checking on the commute. if you're traveling 395, making your way between the beltway and the bridge, travel lanes are open. nice and clear. this is a way past washington boulevard. keep in mind, between the southeast, southwest freeway and new york avenue, the road is shut down for inauguration festivities today. let's head over to i-95 though in virginia. here's a live look at prince william parkway. traveling from virginia into the district, metro is going to be your best option to get around the district. it you're taking i-95, nice and clear. 26 minutes from quantico to the

capitol beltway. thanks danella. back to eun and aaron at the capitol covering this inauguration day. hey, you guys. >> pat, thanks so much. you know what, it's not a secret that inauguration day means very tight security here in the district. >> in fact, keeping people safe is one of the city's top priorities. a no-fly zone is in effect within a 30-mile radius of the capitol. the potomac and anacostia rivers have areas shut down. meantime, because the crowds will be smaller, six bridges and freeways closed last inauguration will be open this time around, including the third street tunnel. the estimated cost for all of this security, about $120 million. >> professionally and -- >> this morning, extra law enforcement officers now on duty for inauguration events, police from across the country were

sworn in as deputy u.s. marshals. american university hosted a security briefing yesterday. a lot of folks said their work will be much different if their normal jobs. >> we do have special security details back home. but not to this level. >> it's a once in a lifetime deal for us. i'm glad to be a part of history. >> extra officers also arrived in town this weekend to help metro transit police. >> president obama will use two bibles for his public swearing in ceremony. >> the president will use martin luther king jr.'s personal bible on this national holiday honoring the slain civil rights leader. the president will use the bible that president abraham lincoln used when he was sworn in as president in 1861. the president used the same bible in his first inauguration, both bibles will be stacked on top of each other. what an amazing sight that will be to have both bibles, the historical significance and the responsibility the presidency that's represented in the bibles as well.

today in the third street tunnel. police closed that tunnel under the mall. this was the scene four years ago when thousands of inauguration-goers go stuck for hours in the tunnel on foot. it was supposed to be blocked at the entrance but barricades never got there. that earned the nickname, the tunnel of doom. you can expect big crowds and long lines at the national mall. >> news 4's megan mcgrath is live there. do you see people gathering already? >> reporter: absolutely. it's early, we've got hours to go, but we're seeing a lot of people already coming down to the mall. they want to get the best spots possible. they're coming earlier and coming prepared. they seem to have heeded the warning to not bring a whole lot with them. there's a lot of security down here. there are a lot of items that you cannot bring. folks seem to have gotten that message here. they're traveling light. now, here is a family from cincinnati. kind of talk a little bit about why you came here. >> we came in support of our president, obama and michelle, sasha, malia. just excited about four more

maybe a few flurries in northern prince george's county, anne arundel in western maryland. otherwise, no travel problems. it's cold. all these air crass in the darker blue below freezing. into the upper 20s near 30 nearby suburbs and rural areas. in washington, generally around the beltway and the nearby suburbs in the upper 20s. montgomery county near 30. prince george's county, arlington, fairfax county near 30 as well. on the mall, it's a little above freezing. the location for the inauguration today, capitol steps by 8:00 a.m., mid 30s. between 11:00 and noon during the swearing in ceremony in the low 40s. may briefly hit the mid and upper 40s during the parade time. a blustery wind. much colder. look at the snow showers in ten minutes. a look at traffic with danella. good morning. >> good morning. checking for accidents, the roadways pretty quiet. if you're traveling in maryland along bw parkway. travel lanes open in both directions. i'll give you a live look making

your way southbound past 32. very light volume. connecting to the beltway, no issues at well. continuing to the wilson bridge. outer loop is good. inner loop, nice and clear all the way to the wilson bridge. aaron and eun. all right. thank you, danella. >> expect major crowds on metro as you head to the mall today. trains are running for 22 hours straight. >> take a look, this reminder for you. three stations are closed today. the smithsonian, archives and mt. vernon stations much adam tuss joins us live from vienna where crowds are starting to grow there. >> reporter: we've got people coming all over the place. someone just walked through our live shot here. we've got a definite increase in the amount of people here at the metro station here. every once in a while, a bus load comes and drops people off. people are getting dropped off by friends, coming over to the fare cart machines and buying their fare cards. one thing metro has said, you should make sure you have enough

money on your card or paper fare card so you don't have to stop and wait at that fare card machine so you can just get through the gates. of course, you have to pack your patience. getting through the gates could be a challenge throughout the rest of the day. metro started running rush hour service at 4:00 this morning. they'll be running that until 9:00 tonight. that's 17 straight hours of rush hour service. you mentioned some of the stations that are closed. downtown today and a couple of other possible options for getting you close to the national mall without a long walk, lamb plant plaza, reporting live at the vienna metro station. adam tuss, news 4. >> adam, thank you. president obama will show his support for giving the district a voice in congress. his limo will use plates that read taxation without representation. those tags remain on his cars through the second term. the district designed that plate in 2000 to call attention to not having a vote in congress.

president bill clinton used the tags on his limousine, but george w bush did not. all over d.c., preparations are being made for security measures, including locking down roads and blocking them. >> seth lemon is live in west washington. what's it looking like where you are? >> reporter: good morning, eun. right here on 11th street and massachusetts, we're already seeing some of the delays, some of the road restrictions creating delays. the people are moving through pretty smoothly right now. just a minute ago, we saw 20 buses with a police escort get held up. they have trucks loading and unloading people here. there's a huge sign here letting people know that there are traffic restrictions here and that trucks are not permitted through this area. we've also seen people who were in traffic stopped at the light and realized that they weren't going to move much farther. get out of taxis and other cars to walk at this point because they felt they were getting as close as they could get. we'll keep you updated

throughout the day. reporting live in northwest washington, seth lemon, news 4. seth, thank you. for six decades, one man has been the voice of every presidential inauguration day. >> he also happens to be quite the collector as well. charlie brotman has everything from a baseball sign, dick nixon to seats from griffith stadium to original script from each parade. the white house tapped him to be the inaugural parade announcer in 1957. he was working as an announcers at griffith. he sees every float and marching band. describing every single one and throwing in a joke or two along the way. >> i was loose as a goose, just getting up there and doing my little thing and all of a sudden somebody tells me you're the eyes and ears of the president. i said, i wish you hadn't told me. >> while his first official inauguration parade was nor president eisenhower, he actually got his start volunteering in 1949 for president truman's inauguration when they needed a last-minute

barbara walters is in the hospital recovering from a fall. she slipped at an inauguration party in d.c. saturday night. she was at the british ambassador's home when it happened. the 83-year-old had a cut on her forehead. she's doing well but could not say when she would be released

busiest hours of the day. the cab commission instituted a similar surcharge during hurricane sandy and ride to use one during the nationals playoffs games but that was later pulled back. riding your bike could be an easy way get to the mall today. d-dot providing bike corrals at the fair get square and independence avenue. there will be regular bike parking on 16th and i streets in northwest. d-dot says that area will be able to handle hundreds of wiex. a new hairdo apparently for the first lady. >> it appears she has the president's support on this one. in case you haven't seen her in recent days, she now has bangs. like any good husband, the president was sure to rave about her hair at the reception at the national building museum. >> i love michelle obama. and to address the most significant event of this

today politics takes a back seat as the country sell operates the start of president obama's second term in office. >> where does the president's l legacy today as he heads into the second term. >> for more on that we're joined by the chair of afro-american studies at the university. dr. carr, thank you for getting up this morning. >> my pleasure. >> put in perspective for us. the significance of president obama's election, his second term in the totality of the african-american history. >> well, i mean, i don't know approximate we can overstate the significance. of course, here we are on martin luther king jr.'s birthday, the celebration holiday at any rate. we're looking at the second term of the first african-american president. i think in a very real sense, what we see is a real integration of america's community of african descent into the body politic in a way that is unprecedented. the folks coming to town, who

came to town four years ago, who voted in record numbers in the elections of '08 and '12 respectively. we see a marking of the participation in the body politic that has brought us to another level in terms of african-american civic participation i think. >> dr. carr, in terms of the presidency, how do you think history will view president barack obama? >> that's a very good question. very good question. he really is at the midpoint in so many ways. i mean, we have a president who has passed so much legislation or spurred the passage of so much legislation, a president who in his second term expects to get things done around immigration, certainly we see gun control emerging and even in the first kind of gestures we see from president obama over the last several weeks, we see a president who seems to be determined to go down in history as someone who is really transformative. someone who brings this country together and really anticipates the shift in demographics that's

going to lead to a very different country over the next century. >> dr. carr, as i thought back at the first election of the president, i thought back as a kid, it never occurred it me that there might be a black president in this country. as you think about going forward and the generations that will follow yours and mine, what impact do you think we'll see on the black community moving forward this. >> that's a great question too. you as a virginian and me as a tennesse tennessean, we wouldn't have imagined this. we're not talking about ourselves as folks advanced in age, we're just talking about my niece and nephew. my niece is five years old, my nephew at ten. don't imagine a world where there's anything but a black president. i think that in itself speaks to the really -- really the change in barack obama. not just his presence, his children, his wife, his mother-in-law. we're talking about a family. a family that has now displaced the narrative of whiteness as
